These illustrations were executed in layers of assets that can be exported and separately animated. For example, the tree limbs in "Tony Turtle" are located at different depths and exhibit parallax movement upon scrolling. Some pass behind the text layer and some in front at different relative speeds against a continuous background image (segmented here into separate screenshots).
